Money Talks

At first, I felt empathy for Bill and Melinda Gates as they spoke about the Common Core in an interview with Gwen Ifill on the PBS NewsHour.  I always feel for people who are talking publicly about something about which they know very little.  I then reminded myself that these two people who know so little are actually in charge, almost single-handedly, of American education. That is profoundly wrong. Children and adolescents are entitled to the best education their society can provide. And in a democracy, it is unconscionable for the wealthy few to decide what that education will be.

  1. Bill Gates says the Common Core sets high standards, but the Common Core Standards are not high. The Common Core Standards are judged to be harmful and developmentally inappropriate by the most respected early childhood professionals in the country. The math Common Core Standards prepare students for math at the community college level and do not equip students with the high school math to set them on the path for STEM careers. The Common Core English Standards require a pedagogy, popular in the 1930’s and 1940’s but now discredited.  The National Council of Teachers of English did not endorse the Common Core. The Common Core is the antithesis of what we know, from John Dewey and many others who have studied the learning process, about how human beings learn because those standards do not teach students to create meaning and construct knowledge.
  2. Bill Gates said that the Common Core Standards “have gotten the K-12 progression down”, but the Common Core Standards have not done that. The standards are not based on the cognitive, social, and psychological development of children and adolescents and do not address how children and adolescents learn. Both are required for a K-12 progression.
  3. Bill Gates said the Common Core Standards will help students who move from one state to another state, but those standards do not help those students. Standards are not curriculum. Just because using adverbial clauses is part of a Grade 9-10 standard does not mean that it will be taught on the same day or even the same year in Florida and in Massachusetts. There are 188 skills for 9th and 10th graders and no schedule for when they are taught within those two years. To have uniformity of instruction, there would have to be a national curriculum with daily, scripted lessons used in every state at the same time. And that is against the law.
  4. Melinda Gates said that the Common Core Standards eliminate the need of remediation at the community college level, but the Common Core Standards does not eliminate the need for remediation. Standards alone never create achievement even when achievement is based on the low bar of standardized tests.  According to the Brookings Institute,” the CCSS (Common Core) will have little or no effect on student achievement”. The Brookings Institute report provides data that demonstrates that students in states that adopted the Common Core Standards did not do any better than students in states that did not adopt the Common Core, according to the National Assessment of Educational Progress (NAEP), the largest and most respected national assessment of what U.S. students know and can do.
  5. Melinda Gates said that the Common Core Standards were approved by the governors and state commissioners of eduction, but no governor or state commissioner approved the Common Core Standards. Governors and commissioners voted to adopt a set of standards a year before the Common Core committee convened to write the standards. They had no idea what those standards would be so it is not true to say that governors and commissioners decided that the Common Core Standards were better, higher, or lovelier than the standards the states already had.
  6. Melinda  Gates said that the governors and commissioners of education voted for the Common Core Standards because they knew it was the right thing to do, but doing the right thing was not their goal. They voted for undetermined standards in order to avoid financial sanctions from the federal government for not having 100% proficiency (an impossible goal) as specified by No Child Left Behind.
  7. Melissa Gates said teachers believe in the Common Core, but teachers increasingly oppose the Common Core. In fact, the more teachers work with the Common Core, the less they like it, the less they think it’s the right thing.
  8. Melinda Gates said teaching the Common Core makes teachers “step up their game”, but teaching the Common Core requires very little of teachers.  Teaching the Common Core drains the life out of teachers. Teachers do not need to think critically, plan thoughtfully, and design assessments to evaluate their the students’ growth and achievement. Teaching the Common Core also does not give teachers those rewarding moments in which the they see their students in love with learning and motivated to stretch themselves as far as they can because the learning environment is so inviting.
  9. Bill and Melinda Gates equate assessments of learning with standardized tests. The two are not the same. Not even close. Every educator knows the difference between real achievement and standardized test scores.  Bill and Melinda Gates must know that too because they send their children to a private school which neither teaches the Common Core nor assesses students with standardized tests.
  10. Bill and Melinda Gates said the best part of their work in education was seeing great teachers at work, but they didn’t ask one teacher to be part of creating standards for  K-12 education.  How great do they really think teachers are? I would bet, in their work of fighting ebola and finding cures for AIDS, they asked medical people to play key roles. Teachers, K-12 curriculum directors, college professors, and researchers who are knowledgeable about how children and adolescents learn could have created excellent  standards for education, but Bill and Melinda Gates didn’t ask them.

Bottom line: Money talks. Even when it doesn’t know what it’s talking about.

Teachers’ Opposition To Common Core Increases

It takes a lot to oppose the Common Core State Standards when they are said to offer:

  • reform!
  • rigor!
  • high academic standards approved by states and consistent with other nations!
  • a guarantee to close the achievement gap!
  • college and career readiness!

What red-blooded American could say NO to this promise? You might think none.

But 60% of American teachers and 51% of the American public do say no. This opposition has increased in the past two years. In 2013, just 24% of American teachers were opposed to the Common Core, and 35% of American citizens were opposed.  The increase in opposition is remarkable, given the tremendous amount  of money that has been spent to promote the Common Core. The increase of 36% in teacher opposition is particularly noteworthy because teachers  have come to know Common Core the best.

In the past two years, teachers have become familiar with the Common Core standards and implemented them in their classrooms. After almost 30 years of working with urban and suburban teachers, beginning and veteran teachers, brilliant stars of teachers and struggling teachers, I know for sure the one thing that teachers have in common is that if something helps kids to learn and to achieve, teachers are for it.  Teachers will learn new skills, change their ways, look at things differently IF their students learn better and achieve more.  Common Core has not offered that incentive  to teachers.

Plus teachers and parents probably have found out that reform!, rigor!, national and international acclaim!, closing the achievement gap!, and college and career readiness! are empty words. They are focus group tested words, chosen to “sell” the Common Core.

The promise of reform is an empty one. For example, 500 professionals in the field of early childhood education, including the most respected experts in the country, have written a public statement, claiming that the Common Core Standards are harmful to young children and should not be taught.  Changes that cause harm are not reform.

The most highlighted “new” Common Core practice for the teaching of English, labeled one of the six major “shifts”  of Common Core is using text evidence as students read and as they write. The problem with labeling it a “shift” and heralding it as brand new is that it has been the fundamental practice in English classes since I was in school and has been the daily practice in the many hundreds of English classes I have observed since 1985. Introducing something as new and different when it is already accepted practice by everyone in the field is not reform.

In addition, at the 2015 annual convention of the National Council of Teachers of English, there were 642 presentations. Of those 642 presentations, only 19 of them were about implementing the Common Core, and even those were largely about how to circumvent or add better teaching to that mandated implementation. The remaining 623 presentations were about authentic teaching and learning that scholarly research and/or teaching experience show is best practice. Advocating something not respected by experts in the academic discipline is not reform; it is just a plan of action recommended by people without the requisite knowledge. It was employees of testing companies, individuals without knowledge of teaching and learning, who wrote the Common Core; no English educators and no early childhood professionals were involved in writing those standards. Because people who are not educators call what they put together an educational reform does not make it so.

The standards are not rigorous. The tests to assess the attainment of those standards are “gotcha” enterprises with plenty of students receiving low scores, but that is because the tests are designed to fail 60-70% of the students who take them. Anyone who has taught knows that it’s easy to create a test to fail most students. Those failures don’t mean that the test challenges the students to reason clearly, to raise pivotal questions, to collaborate in order to problem solve or create new thinking, or to communicate effectively orally or in writing. That would be rigor. But that would require a totally different pedagogy than the pedagogy the Common Core mandates.

The states never approved of what we now call the Common Core Standards; appointed state officials simply agreed to the abstract concept of standards. In 2009, states signed on to that concept before any standards were written in order to avoid financial sanctions from the federal government for not having the 100% proficiency specified by NCLB. No state officials ever reviewed the actual standards and decided they were good learning. Similarly, the Common Core Standards are not aligned with international standards. The writers of Common Core reviewed standards of other nations but did not match Common Core to them. For example, other nations have standards for the vital 21st century skill of collaboration, but Common Core does not.

No standards can close the achievement gap, especially when that gap is measured by scores on standardized tests. All standardized test scores are correlated with family income, not with how much or how little the standards are taught. For example, the school districts that adhere most assiduously to the teaching of the Common Core Standards are the impoverished, urban districts, and the schools in those districts have the lowest standardized test scores. Also, if standards could positively affect achievement, then all students who were taught them- those now proficient and those now failing- would improve, and the gap would remain the same.

Lastly, the Common Core Standards are untested for college and career readiness. No one has any idea if a high score on the tests aligned to the Common Core is a predictor of success in college or careers. It’s anybody’s guess. Even the Executive Director of SBAC has said that the Common Core aligned tests have a “huge validity problem” because they were never field-tested. It is unconscionable that we as a state mandate that all children and adolescents learn in prescribed ways that we don’t have any evidence are good for them. What we do know is that key skills for the future (questioning, collaboration, oral communication, and creativity) are not tested on the Common Core aligned tests so it is unlikely that the standards and the tests that measure them do make our students”college and career ready”.

Teachers, who are under pressure of job security to teach to the Common Core, often find it prudent to be compliant, yet they, in increasing numbers, are expressing their opposition to the Common Core. They seem to be looking closely at what reform, rigor, nationally agreed-upon standards, and international benchmarking, closing the achievement gap, and college and career readiness really mean. That critique is good news for the future of education. It is good news for the future of the country.

If those voices of opposition continue to increase, what will we do? What can move education forward in effective and healthy ways?  In 2009, maybe it seemed efficient to turn education over to non-educators who had money and political clout. But, as H.L. Mencken said:  ” For every complex problem there is an answer that is clear, simple, ………….    and wrong.

The right way to improve education is to ask educators to design standards and to make the decisions about how to teach students to learn. We will get it right.  We know when reform is needed and when it is not. We know what reform really looks like. We know what rigor is and how to motivate and engage our students in learning that is truly rigorous. We know how to address and minimize the achievement gap. We know how to prepare students for their future. Give us a chance and watch what happens.

Test Prep Vs. Learning

Which do you choose? It is either/or. You can’t have both.

A. A school in which students have a schedule dominated by Common Core-aligned test prep, such as the one described in the illustration above.

 B. A school in a district in which learning is the priority and in which parents and guardians could receive a letter stating that priority, such as this one from the Superintendent of Patchogue-Metford School District on Long Island.

SBAC: The Beginning Of The End

So what did we learn from the release of the SBAC scores? What did we learn after spending more than 2 million dollars of state money and countless millions at the district levels to get these scores?

Not much.

We did learn that the achievement gap has not been in any way affected by implementation of the Common Core. I have been in a position to analyze CMT and CAPT scores over many years, and the SBAC scores tell the same story as the CMT and CAPT scores. That story is that students in affluent communities score significantly higher than students in poor communities do. No administration of a test will ever change that fact. No set of national standards or standardized test on those standards will ever “close the achievement gap”. First of all, high scores depend on the quality of the lives children have outside of school much more than what happens in school. Secondly, if the national standards and aligned testing did raise scores, then all scores would go up, both those of the students in affluent districts and those in poor cities. So the “gap” would be unchanged.

We did learn that charter schools, even with their cherry-picked student bodies, did not do better than many public school districts which do not restrict their student populations of special education students, English language learners, or students with behavioral issues. For example, SBAC 8th grade math scores for charter schools ranked 63, 67, 71, 74, 100, 103, 107, 119, 123,130, and 133 out of 133 reporting districts and schools. Of course, many of those charter schools had better scores than the districts from which their students came and should be expected to have better scores than the students’ originating public school districts because the charter schools have siphoned off some students with drive and potential from those districts.

We did learn that the SBAC scores tell us nothing about the learning going on in Connecticut schools. We can’t tell what schools just paid lip service to Common Core Standards and what ones focused almost exclusively on the Common Core. Without a doubt, the schools with scores demonstrating under 20% proficiency on the SBAC spent more time on test prep than the schools in affluent districts with higher SBAC scores. Yet we are told that schools must limit their curriculum to Common Core so that the school’s test scores will improve. It makes no sense. Some districts which had curriculum dedicated to the Common Core and teachers who taught to it diligently had low test scores, and some districts that just about ignored the Common Core in curriculum and practice had good scores. High test scores and teaching to the Common Core had  zero correlation.

We also learned that SBAC scores tell us nothing about students’ real competencies. As anyone who has an understanding of how to teach students to be thoughtful readers, effective writers, and competent thinkers knows, the more a teacher teaches to the Common Core ELA standards, the farther away those students will be from being thoughtful readers, effective writers, and competent thinkers. So the actual achievement gap will widen between the students in the affluent communities and the students in the cities with their increased test prep due to the low 2015 SBAC scores.

The Common Core Standards for English Language Arts lack any research base whatsoever and have no evidence that they will produce “college and career readiness”, yet we restrict our neediest students to that Common Core regimen due to our misplaced reliance on the SBAC scores. Just because a PR firm was hired to promote the Common Core Standards and that PR firm, through focus groups, determined that “rigor” was the word that would sell the standards to the American public does not make the standards or the SBAC test rigorous. Neither of them is. The Common Core ELA standards teach a discredited way of reading and an inadequate way of writing, and the SBAC test is an exercise in “Gotcha”.

We did learn from the 2015 SBAC test that opting-out is going to be an influential part of the narrative about assessing learning in the future. For example, in West Hartford, Conard High School had an opt-out rate of 5.5% and Hall High School had a 61.4 % opt out rate. What then can we tell about the two schools in the same town? Does Hall have more students who have applied to competitive colleges and do not want their excellent records of good grades and SAT scores hurt by a test designed to produce low scores? Does Hall High have parents who are more savvy than Conard parents and who are making a statement about their values and the kind of learning that they want for their children? Is learning richer and deeper at Hall than at Conard so that students and their parents seek other kinds of demonstrations of student achievement?

Also, are Westbrook High School, North Haven High School, Hartford Public High School’s Law and Government Academy, Daniel Hand High School in Madison, and E.O. Smith High School in Storrs places where the emphasis is on real learning because more than 85% of the juniors in those schools opted-out of the 2105 SBAC math test? School by school, parent by parent, district by district, those questions will be explored now that Connecticut has completed its first year of SBAC testing, and, if we can judge by what is happening in New York where implementation of the Common Core and the taking of a Common Core aligned test is a year ahead of Connecticut, it seems reasonable to believe that opting-out will increase.

Over this past year of SBAC testing, some told the story that we need SBAC to close the achievement gap. That story is wrong. Closing the achievement gap will never happen with standardized tests. Some told the story that we need SBAC to gather data in order to compare schools and districts. That story is wrong. SBAC data is same-old, same-old; we had it all along with our state tests. Some told the story that we need SBAC to gather data about individual students and the skills they need. That story is wrong. SBAC doesn’t address students’ learning needs; teachers do. Some told the story that SBAC measures what students need to learn, but that story is terribly wrong. Those telling it must not be educators. They must not know what real learning is or what students need to be prepared to do.

It is time to end SBAC. It is time for a new story. A true one.

The Sequel: Beyond Common Core And Beyond SBAC

All the adults in our neighborhoods have been to school so they all think they are experts about schools and are quick to tell us what schools are doing right, not doing right, and should be doing right.

All the Presidential candidates want to be elected so they have positions, often not well informed and varying with the winds of public opinion, about Common Core, standardized testing, charter schools, vouchers, magnet schools, and teacher evaluation.  

Entrepreneurs and investors are involved in public k-12 education because, as Rupert Murdoch has said, the U.S. public education industry currently represents a $500 billion dollar opportunity, what with all the testing, all the materials to prepare students for the tests, and all the openings of privately managed and publicly funded charter schools.

So many people want a piece of the action or at least a piece of the conversation. There is so much noise.

How about a little calm?  How about a little light?

 The calming voice of a full-time researcher sheds light on the neighborhood conversations, the political hype and the investment speculations.  That researcher is John Hattie. He is the real deal. He directs the Melbourne Education Research Institute at the University of Melbourne, Australia and heads the Science of Learning Centre, which works with over 7,000 schools worldwide. In a recent paper,  “The Politics of Distraction”, which was highlighted on NPR, Dr. Hattie reviewed 1200 meta-analyses (analyses of analyses) and examined studies covering a combined 250 million students around the world. He analyzed some of the most popular approaches to education reform and determined what, among them, does not improve education. 

We in the U.S. are now doing a lot of what he says does not work.

Hattie says that national standards do not raise student achievement and actually diminish student achievement for the most talented of students, that standardized tests do not give us the information we need to improve student learning, that small class size alone without an accompanying change in pedagogy has an insignificant positive effect, that school choice through charter schools accomplishes nothing in terms of raising student achievement, and that money alone will not improve education. Dr. Hattie’s bottom line is how students learn influences what they achieve and that how students learn is influenced by how teachers teach.

 None of his findings come as a surprise to educators. We as a nation probably could have been on a wiser and more productive course than the one we are on if we had asked educators how to improve learning and achievement. But we didn’t.  The Common Core Standards and the Common Core-aligned testing were designed without educators.

 What if we, as neighbors, political candidates, and citizens, bring Dr. Hattie’s 1200 studies and 250 million students into our conversations?  What if we come to believe his proposition, delineated further in a second paper,  entitled “The Politics of Collaborative Expertise”, that how students learn influences what they achieve and that how students learn is influenced by how teachers teach? What if we remember our own learning and our own teachers and recognize that what Dr. Hallie’s meta-analyses show is simply common sense?

 What if we put Dr. Hallie’s common sense into an action plan for Connecticut?

 Here is what a Connecticut action plan would look like:

 1.    Teachers and school leaders would assess the individual growth of each student each school year rather than assess if all students of the same grade demonstrate the exact same achievement at the exact same time.

2.   Teachers would be authorized to collectively judge if their students are making agreed-upon progress and then empowered to remedy any learning needs their students might have. 

3.   Publicly funded but privately managed charter schools would be eliminated because there is not evidence of those schools increasing student achievement. Instead, student achievement would be increased because teachers within a school or academic department would collectively decide to teach and assess students in the ways that the most effective teachers in that school or academic department teach and assess students. 

4.   There would be intensive professional development of teachers so that active learning, student collaboration, and frequent, personalized teacher feedback to foster student growth become the norm.  

5.    Money would be budgeted for and spent on what directly increases student learning. For example, lowering class size to implement a learning-centered pedagogy in which teachers teach students to construct their own knowledge, instead of doing worksheets or listening to lectures, would be a good use of funds. Also, providing school time for teachers to discuss sample student work and agree upon measures of students’ growth would be another good use of funds. 

It is time for a new action plan for Connecticut. The SBAC scores will soon be out. Those scores, like the scores of all standardized tests that are always highly correlated with family income, will tell us which towns and cities are the wealthiest and which are the poorest. The SBAC scores will also play out the pre-determined failure rate for Connecticut students. The scores will generate almost no conversation about what it means to learn and what it means to teach.  Schools will continue to implement the Common Core Standards, which the Common Core designers proudly proclaim do not in any way address how to teach or how students learn.

 But what if Professor Hallie is right and all achievement is a direct result of how teachers teach and how students learn?

What if our children’s time, educators’ energy, and our public money are now being misdirected?

 It’s time for all of us to talk about the real basic of education:  student learning.

 It’s time for all of us – neighbors, educators, legislators, and politicians – to focus our conversations. It’s time to move beyond Common Core and SBAC. It’s time to put together a Connecticut Action Plan for Teaching and Learning that gets it right for all of our children.

Monkey Business: The Failing Of Connecticut’s Children

The Connecticut SBAC scores will be released by the State Department of Education any day now. The scores will be low. You will be told that the low scores are because the SBAC tests are RIGOROUS and our students don’t measure up.

Don’t believe it.

First of all, the test can’t possibly be rigorous because the Common Core Standards on which the tests are based are vapid. The Common Core English Standards do not teach students to be thoughtful readers, deep thinkers, or effective writers so the SBAC exams do not measure those competencies.

Secondly, we have no idea if what is tested has predictability for the students’ future success in the next grade or college because no one checked with teachers in higher grades or with college professors to see what competencies students will need. The Common Core English Standards were written by makers of standardized tests and are comprised of what can be measured by those tests, not comprised of what students need to learn.

Lastly, even though the Common Core has a low intellectual bar, most students will fail the tests because the passing grades have been artificially set. Last November, before any students had taken the 2015 SBAC tests, the Connecticut Commissioner of Education, representing Governor Malloy, signed an agreement that the 2015 SBAC tests would fail 59% of high school juniors in English, 67% of high school juniors in math, 56-62% of third through eighth graders in English, and 61-68% of third through eighth graders in math.

When the majority of Connecticut children are soon told that they are failures, it is not because some absolute measure with objective criteria determined that but because a test was designed to fail them.

By other criteria, Connecticut students are highly successful. For example, since 1992, Connecticut, along with Massachusetts and New Jersey, has had the highest National Assessment of Educational Progress (NAEP) scores in the country, and Connecticut ranks 5th in the whole world, outranked by only three countries and the state of Massachusetts, in reading scores of 15 year olds on the international PISA test. And we as a state have accomplished all of that with the highest achievement gap in the country and without excluding our lowest performing students from participating in those tests. as some other competitors do.   Somebody, mostly our kids, are doing something right. Yet most of them will be deemed failures next week.

There is something very wrong with this picture.

I have worked with hundreds of Connecticut English teachers and am confident that they all could design tests that would fail 2/3 of their students. But I don’t know one teacher who would do it. That’s because they are educators and not politicians using manufactured test results to advance political agendas.

Those English teachers and I know how to design rigorous exams. We know how to teach so that all students who do what we ask of them and put out good effort each day in class will demonstrate competency on rigorous assessments. We also know that some of those students will perform in truly exceptional ways on the assessments and know that an occasional student will accomplish even more than we imagined and thrill us beyond our wildest dreams. We teach students the skills and then see how far they go with them. We teach for success.

Last January, I reviewed a midterm English exam with high school students who had just taken it. They had their graded exams on their desks along with a description of the competencies the exam asked of them. Those competencies were:

  • Asking their own complex and multi-layered questions as thoughtful inquiry.
  • Engaging in active and critical reading of poetry, non-fiction, fiction, and films.
  • Thinking analytically as they independently interpreted challenging literary texts.
  • Thinking imaginatively as they made connections between a historical or fictional character and their own lives and creating a persona to write about that connection.
  • Engaging in narrative thinking as they told the story of their own learning.
  • Collaborating with others in order to strengthen their own interpretations and evaluations.
  • Writing essays which demonstrated their ability to revise and strengthen a piece over time as well as writing essays in a timed classroom setting.
  • Using correct grammar and usage.
  • Demonstrating focus, energy, and passion as they prepared for and participated in the two-hour exam.

Those students knew their exam was rigorous. Those students had been taught how to succeed as readers, writers, and thinkers. Those students, therefore, did succeed as readers, writers, and thinkers. After comparing their exams to the list of competencies, the students ascertained their strengths and determined what they needed to work on in the next semester. And, for sure, these students knew they were not failures.

Not so when the SBAC scores come out. Most students will consider themselves failures. Or, perhaps, the Connecticut State Department of Education will do what the state of Washington did and lower the passing grade to keep educators and parents quiet about the low test scores. Either way, the message of SBAC hurts kids. Either way, SBAC is not about teaching and learning. The truth is: The SBAC test is political monkey business.

It is our job as citizens and parents to tell students the truth about SBAC. It is our job as educators to keep teaching and assessing students in real and honest ways.

Otherwise, we adults are the failures.

Brain Surgery and the Common Core

What if the manual with step-by-step procedures for performing brain surgery that is mandated medical practice in all hospitals in the United States was not written by any brain surgeons? Instead,  all of the individuals writing the manual were employees of companies who made post-surgical supplies.

What if the manual was written in secret with no records of the meetings, and no doctor was allowed to know who was at the meetings and who wrote the manual?

What if there was no field-testing of the procedures to see if following them accomplished successful brain surgery?

What if the people who wrote the step-by-step procedures were people who would profit from their post-surgical materials being used?

What if those people knew nothing about brain surgery but only about how their post-surgical products were used?

What if the leader of the manual-writing group was not only not a brain surgeon but also was someone who had his own heartfelt feelings about how he thought brain surgery should go and was able to impose his own heartfelt, but uninformed, feelings on others so that the procedures for brain surgery were based just on his feelings?

What if regardless of how the surgeries turned out or how much the brain surgeons said the procedures were ineffective, there was no way that the step-by-step procedures could be changed, no way to revise or modify the procedures?

Wouldn’t you object?

I would.

For the same reasons, I object to the Common Core English Language Arts Standards. They came to be in exactly the same way.

Not one elementary school reading or language arts teacher was involved in writing the Common Core English Language Arts Standards. . Not one middle or high school English teacher was involved. Not one college professor of literature, composition, or rhetoric was involved. The people who wrote the standards were employees of standardized testing companies.

The meetings were held in secret with no minutes kept. For a long time, they would not release the names of those who were writing the standards, but eventually pressure from journalists caused the release of the names.

There has been absolutely no field testing of the Common Core Standards for English Language Arts. There was no study conducted to see if meeting the standards in grades k-12 led to good grades in college and future employment. It is anybody’s guess if doing well and meeting the 42 K-12 Common Core English Language Arts Standards will make for success in college or lead to a job.

Since the writers of the Common Core English Language Arts Standards were standardized test makers, the standards consist only of what can be measured by standardized tests. That is a very limited definition of learning and falls way short of the competencies students need for their future.

And, needless to say, testing companies are the big winners in this misbegotten approach to education. They are making huge profits from the manufacture of the national standardized tests and from the publishing of test prep materials that schools are compelled to buy.

The person called the “chief architect” of the Common Core English Language Arts Standards is David Coleman who has zero teaching experience, however, has very strong feelings about how reading and writing should be taught. He successfully imposed those feelings on the group of writers.

David Coleman likes non-fiction better than literature so the amount of literature to be read in K-12 schools throughout the country is restricted. David Coleman likes an approach to teaching literature that was popular in the 1940’s and then discredited so that is the approach mandated by  the Common Core English Language Arts Standards. The approach called New Criticism has been discredited because it does not allow discussion of the historical or cultural context in which a text was written and prohibits individual reader interpretations of a text. David Coleman is famous for saying that students have to learn that “no one gives a **** what they think and feel” so all Common Core essays must be formal arguments devoid of personal connections and written in an anonymous, impersonal voice. Major research in the field of English since the 1970’s contradicts all of David Coleman’s heartfelt feelings, but those heartfelt feelings govern the Common Core English Language Arts Standards.

Finally, the group who wrote the Common Core English Language Arts Standards has disbanded. There is no agency or person who has authority over the content of the Common Core English Language Arts Standards. There is no way to revise them. There is no way to see how they work with students and then make changes. The Common Core English Language Arts Standards are engraved in stone.

Let’s leave the brain surgery to the brain surgeons and the teaching of English language arts to the educators.

Reject the Common Core. Those standards will not teach students to be thoughtful readers, effective writers, or critical and deep thinkers.

The writers of the Common Core for English Language Arts simply didn’t know any better.

We educators, we teachers of English language arts, can definitely do better.

The Common Core State Standards: A Thing Of The Past

The Common Core State Standards, which promise to make all students college and career ready are way behind the times and will not give our students what they need for their future. At the end of the two-minute video, which I invite you to watch, the competencies that will really make students “college and career ready” are quickly flashed on the screen. Not one of those competencies is a Common Core Standard for English Language Arts.

  • Productivity

We English teachers know how to develop those competencies. Let’s do it. Reject the Common Core.

Vermont Leads; Connecticut Flounders

Several days after I spoke in front of  the Education Committee of the General Assembly, I read an article (See below) in The Stamford Advocate, written by Wendy Lecker, a civil rights attorney. She explains how Vermont is taking the lead among New England states in opposing the SBAC standardized tests and criticizes the positions on SBAC testing of our governor and the former Commissioner of Education, Stefan Pryor.

It is two months since the publishing of Lecker’s article, and those in power in Connecticut remain entrenched in SBAC testing.   The current Commissioner of Education, Dianna Roberge Wentzel, is unequivocally  in favor of the Common Core and the aligned SBAC tests. And as recently as Friday, May 8, 2015, Governor Malloy said, ” I think the Smarter Balance test is the right test. A lot of work has gone into developing that and, you know, I think that we are actually seeing success with it being given and making real progress.”  Also, Andy Fleischmann, the Chair of the legislature’s Education Committee, said in a CT Mirror  article published on May 15, 2015, ” The (SBAC) test does show to be robust and valid.”

Given that we are still in the middle of the  first year of testing students (Last year’s tests were just to aid testing companies in creating future test questions.) and there are not yet any results  from the tests, it is difficult to figure out what Governor Malloy means by “seeing success” and “making progress” with the SBAC tests. Also, since the executive director of SBAC, Joseph Willholt, has admitted that there is a “large validity question” with the SBAC tests because no one  has any idea if success on the test equals success in college, it is difficult to figure out what Chairman Fleischmann means  by the test being “robust and valid”.

The elected and appointed officials who oversee education in Connecticut seem committed to continuing down a path that is increasingly recognized as the wrong path for our children. We in Connecticut need a thoughtful investigation, led by experienced educators, into exactly what are the skills that students need and what are authentic ways to assess those skills.   As citizens, educators, and parents, we must demand that our elected and appointed officials be educational policy leaders and not political followers. Connecticut must join Vermont in thoughtful inquiry about real learning and in concern for the welfare of children.

The Truth About The SBACs by Wendy Lecker (March 20, 2015)

A New England state is leading the way on sane testing policy. Unfortunately for us Nutmeggers, that state is Vermont, not Connecticut.

There is a growing national consensus that standardized testing has deleterious effects on education. The National Research Council concluded that test-based accountability under the No Child Left Behind Law (NCLB) had “zero to little effect” on achievement. Evidence from around the nation proves the focus on standardized testing has narrowed curricula and resulted in significant losses in learning time. Anxiety is prevalent among public school students, as more and higher stakes are attached to these standardized tests.

There is also a growing realization of what experts have known for years — that the federal government demands that states overuse and misuse standardized tests. Experts know that standardized tests are of limited value, because they are unstable, unreliable and most importantly, do not measure the breadth of skills and experience that are the goals of education. Despite the well-known limitations of standardized tests, federal officials insist test scores be used to rank and rate schools, students and teachers, and impose real-life consequences, including sanctions on schools and possible school closures, firing teachers and even decisions regarding student placement and graduation.

When federal policy conflicts with a solid body of evidence, one would expect our state education officials, those charged with safeguarding the educational rights and welfare of our children, to provide guidance on sound testing policy.

Unfortunately, Gov. Dannel P. Malloy’s top education officials have failed to provide any useful guidance whatsoever. To the contrary, Connecticut officials willingly participate in damaging testing practices. Connecticut rushed to sign on to the federal NCLB waiver in 2012, without analyzing the costs or consequences. As part of the waiver, then Education Commissioner Stefan Pryor committed the state to implementing the common core tests known as the Smarter Balanced, or SBACs. These tests are longer than the CMTs, and must be taken on a computer or tablet, requiring a certain level of computer skill and literacy. Commissioner Pryor also agreed to “cut scores,” proficiency levels, guaranteeing that a vast majority of Connecticut students will fail the new tests. By agreeing to the waiver, Pryor also committed the state to evaluating teachers based on standardized test scores, even though the weight of evidence demonstrates that evaluating teachers on student these test scores is invalid and major organizations such as the American Statistical Association and the American Educational Research Association oppose this practice.

Contrast Connecticut’s complete lack of leadership with Vermont’s. Because the NCLB waiver called for mandates that were contrary to good educational practices, Vermont refused to apply for an NCLB waiver in 2012. In an August 2014 resolution, Vermont’s State Board of Education called on the federal government to “reduce the testing mandates, promote multiple forms of evidence of student learning and school quality, eschew the use of student test scores in evaluating educators, and allow flexibility that reflects the unique circumstances of all states.”

Last week, Vermont’s State Board of Education unanimously approved a new resolution on the SBAC tests, which gives strong and informed guidance that Connecticut’s education leaders are unwilling to provide.

Vermont’s resolution declares that while the SBAC tests “purport to measure progress towards `college and career readiness . . . the tests have not been externally validated as measuring these important attributes.”

Accordingly, the state board resolved “until empirical studies confirm a sound relationship between performance on the SBAC and critical and valued life outcomes (“college and career-ready”), test results should not be used to make normative and consequential judgments about schools and students.”

Vermont’s state board also resolved that until Vermont has more experience with evidence from the SBACs, “the results of the SBAC assessment will not support reliable and valid inferences about student performance, and thus should not be used as the basis for any consequential purpose.”

Finally, honest education officials admit the SBACs have never been proven to measure “college readiness” or progress toward “college readiness,” and in fact are unreliable to measure student learning. In other words, the foundation upon which the Common Core rests is an artifice, and our children are being subjected to unproven tests. Connecticut districts have been diverting resources and time toward a testing regime without any proof that it would improve our children’s education.

In its thoughtful articulation of its policy stance, Vermont’s educational leaders demonstrated their dedication to the educational welfare of Vermont’s children. It is shameful that Connecticut’s so-called leaders cannot muster the same concern for ours.

Speaking Truth to Power

I contributed to the Connecticut conversation about standardized testing by speaking before the Education Committee of the General Assembly on March 19, 2015 because I think that legislators, like many citizens, believe the media spin about the Common Core and SBAC testing.

For example, they could believe that the Common Core standards are rigorous since that is how the standards have been marketed and believe that the SBAC tests are also rigorous since so many students fail them. In reality, the low pass rate is a pre-determined decision, and the standards are mundane.  Many of us, if we wanted to, could create tests in such a way that very few of our students could pass. But why would we want to?   Why does Connecticut want to?  The SBAC tests are not intellectually challenging; they are just very effective “gotcha’s”.

The truth is that SBAC tests measure the wrong things because they are based on the wrong standards.  They do not promote student learning and do not equip students for their future.

I tried to explain the harm in SBAC tests to the legislators by summarizing my opposition to SBAC (explained more fully in my prior post) and recommending a call to action.  I waited more than three hours for my turn to speak and spoke for the allotted three minutes.  And what did it change?  Exactly nothing – at least not at that time in that place.

However, I wholeheartedly believe that educators should keep speaking out, and someday we will make a difference. Tuesday’s rally in Hartford against SBAC testing was a hopeful sign. It would be great if the teachers unions become champions of real learning and authentic, curriculum-based assessments and keep their focus on speaking out against the damaging SBAC tests and the inadequate standards to which they are aligned.

Connecticut educators have the experience and the expertise to know the truth about what real learning is and what good assessments are. Educators must keep telling that truth to those in power.

Re: S.B. 1095 An Act Concerning Students Assessments 

Good afternoon Chairman Fleischmann and Chairwoman Slossberg and Members of the Education Committee. My name is Ann Policelli Cronin. I have been a designer of nationally award–winning English curricula and a supervisor of English teachers in Connecticut for 22 years.

I am here to tell you that that the Common Core Standards for English Language Arts and the SBAC test for high school English lack rigor and will not make students “college and career ready”. If Connecticut continues with SBAC testing, all of Connecticut’s high school students will be harmed, and it will be impossible to solve Connecticut’s greatest educational problem: closing the achievement gap.

All students are harmed because the SBAC English test doesn’t measure what it means to read thoughtfully and write effectively. Not one English teacher, not one college English professor, and not one professional with expertise in adolescent cognitive development worked on the committee that wrote the standards on which the SBAC test is based. Instead the standards were written by test makers who decided what was good for students to learn was only what they could measure on a standardized test. That is not literacy.

The SBAC test hasn’t been field-tested and even the executive director of SBAC, Joseph Willholt, has said that, without field-testing, the test lacks validity. No one knows if a good score means a student will succeed in college, and no one knows if a poor score means a student will struggle in college. SBAC also doesn’t assess any of the key skills for the global workplace: questioning, collaborating, effective communication, and metacognitive (learning-to-learn) skills.

Students in schools with histories of low test scores will be hurt the most because, in an effort to raise test scores, much instructional time is spent on test prep. So the very students who need experiences of reading, writing, and collaborating the most will be denied them. The gap between these students and their more affluent peers in schools with traditionally high test scores and, therefore, less test prep time will widen. The rich will get richer as readers and writers, and the poor will get poorer without those literacy skills.

Also with the passing rate set at 40%, many labeled as failing will be students from poverty because scores of standardized tests always correlate with family income. How long will a student be motivated to learn and how long will that student stay in school if he or she fails the test each year? Not only are impoverished students receiving an inferior education, but also their dropout rate will increase.

So what is the solution?

I have three recommendations:

  1. Don’t spend money on SBAC. If we want to assess how we are doing as a state with standardized measures, use, without cost, NAEP, the most respected of standardized tests.
  1. Truly “level the playing field” not by testing and punishing students but by addressing the learning needs of those disadvantaged by poverty and racism.
  1. Empower Connecticut educators to design assessments to measure what students need both for their future in the global workplace and for developing their potential as learners and thinkers.

What we need to standardize in Connecticut is what we as educators, citizens, and legislators do to create opportunities for real learning for ALL Connecticut’s students. The first step is to stop inadequate and damaging SBAC testing.
